    If it's illegal to snag as we all know it is, why isn't this an enforcement matter? The laws are on the books - enforce them with appropriate fines, gear confiscations, and take the perpetrators fishing priveledges away if the violation warrants it. As usual the state doesn't take care of enforcement, they'll take a rule making approach. Hope those salmon are better off regardless of how it happens.
